Why is the Indian dish known as gulab jamuns so hard?

If you are talking about the actual process to make the gulab jamuns, I highly recommend you try Gits Gulab Jamun kit. You just add milk to the powder to make a dough (or water…milk makes the balls more fluffy), roll into balls and then fry those balls to a golden brown. Then in another pan heat sugar and water to make a syrup and place the fried dough balls in there. Done!
